The Minnesota Legislature has created nonpartisan joint legislative offices and commissions under the fiscal and administrative oversight of the Legislative Coordinating Commission (LCC), a governance body comprised of members of the House of Representatives and the Minnesota Senate. The LCC governance body works with the LCC office to review and approve budgets, identify the total staff complement, and establish the compensation of the employees of the joint legislative offices and commissions.

The LCC is charged with many additional activities that encompass the full legislature such as establishing a benefits plan for members and staff, facilitating arrangements for visiting international and state delegations to the legislature, and serving as a fiscal agent for multiple shared functions of the Minnesota Legislature.

The president of the Senate and the speaker of the House alternate biennially as chair.
The Legislative Coordinating Commission is created to coordinate the legislative activities of the senate and house of representatives and the joint legislative commissions, committees, offices, and task forces.
