Seclusion Working Group


The Seclusion Working Group was established to evaluate the use of seclusion as an emergency procedure and not as discipline.

The Seclusion Working Group consists of the following 16 members.

Members

  • Member of the senate appointed by the majority leader
  • Member of the senate appointed by the minority leader
  • Member of the house of representatives appointed by the speaker
  • Member of the house of representatives appointed by the speaker emerita
  • Eight members appointed jointly by the senate majority leader, the speaker of the house, and the speaker emerita of the house who represent:
    • Special education directors from a setting 3 or setting 4 program
    • Cooperative units that provide special education instruction and services
    • Parents or family members of students who have been secluded
    • Teachers who work with students in a setting 3 or setting 4 program
    • Paraprofessionals who work with students in a setting 3 or setting 4 program
    • Licensed school psychologists or school counselors who work with students in a setting 3 or setting 4 program
    • Organizations that represent students disproportionately affected by restrictive procedures
  • Four members appointed jointly by the senate majority leader, the speaker of the house, and the speaker emerita of the house who meet the above criteria or are duly elected and currently serving legislators

A working group is established to evaluate the use of seclusion as an emergency procedure and not as discipline, as required under Minnesota Statutes, section 125A.0942, subdivision 3.
