State law has established a Compensation Council to meet in the odd numbered years to make recommendations to the legislature regarding the salaries of judges and constitutional officers. The council also makes recommendations regarding salary ranges for heads of state and metropolitan agencies. The council must report its recommendations to the speaker of the house of representatives and the president of the senate by April 1 in each odd-numbered year.
The Compensation Council consists of 16 members: eight nonjudges appointed by the chief justice of the Supreme Court, of whom no more than four may belong to the same political party; and one member from each congressional district appointed by the governor, of whom no more than four may belong to the same political party. Appointments must be made after the first Monday in January and before January 15th.

A Compensation Council is created each odd-numbered year to establish the compensation of constitutional officers and the heads of state and metropolitan agencies identified in section 15A.0815, and to assist the legislature in establishing the compensation of justices of the supreme court and judges of the court of appeals and district court.
