1.3 Delete everything after the enacting clause and insert:
1.4 "Section 1. SERVICE CREDIT PURCHASE IN MINNEAPOLIS
1.5 TEACHERS RETIREMENT FUND ASSOCIATION FOR TEACHING ASSISTANT
1.6 SERVICE AT UNIVERSITY OF WISCONSIN-SUPERIOR.
1.7 (a) Notwithstanding any provision of law to the contrary,
1.8 an eligible individual described in paragraph (b) is authorized
1.9 to purchase allowable service credit from the Minneapolis
1.10 Teachers Retirement Fund Association under Minnesota Statutes,
1.11 section 356.55 or 356.551, for the applicable period specified
1.12 in paragraph (c).
1.13 (b) An eligible individual is an individual who:
1.14 (1) was born on August 2, 1948;
1.15 (2) became a Minneapolis Teachers Retirement Fund
1.16 Association member in August 1986; and
1.17 (3) during a one-year period in the 1970s, was a teaching
1.18 assistant at the University of Wisconsin-Superior.
1.19 (c) The period eligible for service credit purchase by an
1.20 eligible individual specified in paragraph (b) is a period
1.21 during the 1970s, not to exceed one year, during which the
1.22 eligible individual was a teaching assistant at the University
1.23 of Wisconsin-Superior.
1.24 (d) The eligible individual must provide all relevant
1.25 documentation and any other applicable information that the
1.26 executive director of the Minneapolis Teachers Retirement Fund
1.27 Association may request.
1.28 (e) Allowable service credit for the purchase period must
1.29 be granted by the Minneapolis Teachers Retirement Association to
1.30 the eligible individual upon receipt of the prior service credit
1.31 purchase payment amount.
1.32 (f) Notwithstanding Minnesota Statutes, section 356.55,
1.33 subdivision 5, or 356.551, subdivision 2, whichever applies,
1.34 Special School District No. 1, Minneapolis, is not permitted to
1.35 pay any portion of the service credit purchase payment amount.
1.36 (g) The prior service credit purchase authority expires on
2.1 July 1, 2005, or on the date of termination of active service
2.2 covered by the Minneapolis Teachers Retirement Fund Association,
2.3 whichever occurs earlier.
2.4 (h) The purchase authority provided by this section is
2.5 voided if the eligible individual under paragraph (b) is
2.6 entitled to receive a current or deferred age and service
2.7 retirement annuity or disability benefit or has purchased
2.8 service credit from another defined benefit public employee
2.9 pension plan for the out-of-state teaching assistant service.
2.10 (i) The purchase authority provided by this section is
2.11 voided if the eligible individual's teaching assistant service,
2.12 as specified in paragraph (b), would not be considered "teaching
2.13 service" as defined in Minnesota Statutes, section 354A.011,
2.14 subdivision 28, if the service had been provided in Minnesota.
2.15 Sec. 2. EFFECTIVE DATE.
2.16 Section 1 is effective on the day following final
2.17 enactment."
