The Regent Candidate Advisory Council (RCAC) met on June 11, 1999 from 4 p.m. to 5 p.m.

Minutes
The minutes of the meetings held January 21, 22, 25 and 26, 1999 were approved as circulated.

Report of the Chair
Humphrey Doermann reported that the two legislative proposals affecting RCAC (an incumbent-Regent bypass provision and the proposal to establish a task force to consider Regent candidate recruitment) finally were not enacted when the Conference Committee to consider the Higher Education Finance Bill decided not to include these amendments in the final bill. Doermann noted that the Speaker of the House needs to make four appointments of members of RCAC. Bob Vanasek reported that the Speaker’s Office intends to act soon.

Doermann thanked the members of the Council, the staff, the appointing authorities and their staffs, and staff and volunteers of the University of Minnesota Alumni Association for their help during the past two year selection cycle.

Nominating Committee
Mary McLeod, chair of the Nominating Committee, moved election of the following slate of Council officers, to serve until June 2001:

Chair: Nedra M. Wicks
Vice-Chair: Billie Young
Vice Chair: Kenneth J. Albrecht

The slate was elected unanimously. Wicks and others thanked Doermann for his service as Chair the past two years. McLeod and Wicks suggested that self evaluation efforts of the Council should include asking knowledgeable observers to meet with the Council this coming fall. The Council agreed to all these suggestions.

Absences
Doermann noted that the statute which authorizes creation of the Council requires that if a member fails to attend three consecutive meetings of the Council, his or her identity be reported to the appointing authority (Speaker of the House or Senate Majority Leader). The Council asked Doermann to do this in 1997, and he did so, at the same time reporting the wishes for the future of those persons who had been absent (wishes as to remaining on the Council or leaving it). Nedra Wicks was asked to go through this reporting process again, and agreed to do so.

Fall Meeting Date
After discussion, Council members agreed to hold open two Friday afternoons, one of which probably will be chosen as the fall 1999 meeting date of the Council. These dates are 1 p.m. October 8th, and 1 p.m. October 15th.
