"The commission shall undertake activities it determines are necessary to advise the 
legislature and oversee executive activities on issues related to homeland security, 
emergency management, man-made and natural disasters, terrorism, bioterrorism, 
public health emergencies, and vulnerabilities in public and private infrastructures."
