  1.3     Page 1, line 8, before "In" insert "(a)" 

  1.4     Page 1, after line 12, insert: 

  1.5     "(b) Following the January 1, 2005, effective date of the 

  1.6  benefit increase provided under paragraph (a), every year 

  1.7  thereafter, to be effective no earlier than the applicable 

  1.8  January 1, the city council of the city of Eveleth is authorized 

  1.9  to provide a permanent benefit adjustment, not to exceed the 

  1.10 percentage increase in the Consumer Price Index for urban wage 

  1.11 earners and clerical workers all items index published by the 

  1.12 Bureau of Labor Statistics of the United States Department of 

  1.13 Labor for the preceding calendar year, to any remaining retirees 

  1.14 and survivors receiving benefits from the Eveleth police and 

  1.15 fire trust fund.  Any given benefit improvement under this 

  1.16 paragraph is not effective unless the city council passes a 

  1.17 resolution approving the increase. 

  1.18    (c) Within 30 days following the approval of a resolution 

  1.19 under paragraph (b), the chief administrative officer of the 

  1.20 city of Eveleth shall file a copy of the resolution with the 

  1.21 executive director of the Legislative Commission on Pensions and 

  1.22 Retirement, with the chair of the House Governmental Operations 

  1.23 and Veterans Affairs Committee, and with the chair of the Senate 

  1.24 State and Local Government Operations Committee.  Along with a 

  1.25 copy of the resolution, the city's chief administrative officer 

  1.26 will send a statement indicating the percentage increase in the 

  1.27 price index indicated in paragraph (b), the percentage increase 

  1.28 provided to trust fund members, the age of each benefit 

  1.29 recipient, and the retirement benefits or survivor benefits 

  1.30 being paid before and after the benefit increase."
