  1.6     Page 97, line 30, after "(d)" insert "Section 1, relating 

  1.7  to the St. Peter Community Healthcare Center, is effective upon 

  1.8  the latter of: 

  1.9     (1) the day after the governing body of the city of St. 

  1.10 Peter and its chief clerical officer timely complete their 

  1.11 compliance with Minnesota Statutes, section 645.021, 

  1.12 subdivisions 2 and 3; and 

  1.13    (2) the first day of the month next following certification 

  1.14 to the governing body of the city of St. Peter by the executive 

  1.15 director of the Public Employees Retirement Association that the 

  1.16 actuarial accrued liability of the special benefit coverage 

  1.17 proposed for extension to the privatized St. Peter Community 

  1.18 Healthcare Center employees under section 1 does not exceed the 

  1.19 actuarial gain otherwise to be accrued by the Public Employees 

  1.20 Retirement Association, as calculated by the consulting actuary 

  1.21 retained by the Legislative Commission on Pensions and 

  1.22 Retirement. 

  1.23    (e) The cost of the actuarial calculations must be borne by 

  1.24 the city of St. Peter or the purchaser of the St. Peter 

  1.25 Community Healthcare Center.
