  1.5  EMERGENCY DISPATCHERS AND POST-SENTENCING OFFICERS. 

  1.6     (a) The legislative commission on pensions and retirement 

  1.7  shall study the topic of the appropriate retirement coverage for 

  1.8  emergency dispatchers, for state and county probation or parole 

  1.9  officers, and for other post-sentencing officers.  The 

  1.10 commission must identify the various governmental employees 

  1.11 potentially inappropriately included in general employee 

  1.12 retirement coverage, must identify the pension and other public 

  1.13 policy issues related to a transfer of retirement coverage for 

  1.14 these public employees, and must have prepared an actuarial cost 

  1.15 estimate of any potential retirement coverage transfer. 

  1.16    (b) The report must be filed on or before February 28, 

  1.17 2003, with the chair of the senate committee on state and local 

  1.18 governmental operations, the chair of the house committee on 

  1.19 governmental operations and veterans affairs policy, the chair 

  1.20 of the senate committee on state government, economic 

  1.21 development and judiciary budget division, and the chair of the 

  1.22 house state government finance committee. 

  1.23    (c) To assist the commission in conducting the study, the 

  1.24 commission chair shall appoint an advisory task force consisting 

  1.25 of 22 members.  The members are: 

  1.26    (1) the executive director of the Minnesota state 

  1.27 retirement system; 

  1.28    (2) the executive director of the public employees 

  1.29 retirement association; 

  1.30    (3) two emergency dispatchers who are state employees; 

  1.31    (4) two emergency dispatchers who are city employees; 

  1.32    (5) two emergency dispatchers who are county employees; 

  1.33    (6) three state probation or parole officers; 

  1.34    (7) three county probation or parole officers; 

  1.35    (8) three county officials, including at least one county 

  1.36 sheriff; 

  2.1     (9) three city officials, including at least one official 

  2.2  who directly supervises emergency dispatchers; 

  2.3     (10) the commissioner of corrections or the commissioner's 

  2.4  designee; and 

  2.5     (11) the chief of the state patrol or the chief's designee. 

  2.6     The members specified in clauses (3) through (9) must be 

  2.7  appointed by the chair of the legislative commission on pensions 

  2.8  and retirement. 

  2.9     The executive director of the Minnesota state retirement 

  2.10 system is the chair of the advisory task force."
